SUMMARY:[St. Louis Park] 2028 Pavement Management Open House no. 2
DESCRIPTION:Community members are invited to an in-person open house scheduled for: \nThursday\, Nov. 19\, 5:30 – 7:00 p.m. \nMunicipal Service Center \n7305 Oxford Street\, St. Louis Park\, MN 55416 \nAt the open house\, attendees will have an opportunity to review staff recommendations and design layouts\, ask questions and learn what to expect during construction\, meet the staff who will be working on the project and provide feedback before the project is brought to the city council for consideration in January 2027. \nThere will be no formal presentation; attendees may arrive at any time during the open house. \nMaterials presented at the open house will be posted on the project webpage by the end of the day on Nov. 20. \nOther ways to get involved\nIf you can’t make it to the open house\, please contact Mark Elgaard to discuss the project. Staff are also available to meet with you on site to discuss the project in greater detail. \nProject scope changes\nFollowing a review of the city’s 10-year Capital Improvement plan\, the project scope was adjusted to better balance city utility funds in the 2028 and 2029 construction seasons. The following street segments were removed from the 2028 project\, to be rescheduled for a future year. \n\nAlabama Avenue from 36th Street to Excelsior Boulevard: The proposed on-street bikeway was delayed.\nBrookside Avenue from Excelsior Boulevard to the Edina city border: The underground water\, sanitary and storm utility work\, street reconstruction\, existing sidewalk repairs\, proposed sidewalk gap connection\, proposed bikeway\, parking modifications\, and street width modifications were delayed.\nHobart Lane from Brookside Avenue to approximately 190 feet south: The underground water\, sanitary\, and storm utility work and alley reconstruction were delayed.\n\nThree Rivers Regional Trail update\nThree Rivers Park District will begin their public engagement process in 2027 to determine the preferred route for the Canadian Pacific Rail Regional Trail (CP Rail Regional Trail) through this area. Once Three Rivers Park District completes its process\, city staff will reassess funding and determine when to implement the city infrastructure improvements identified for this corridor. If the preferred trail route is along Brookside Avenue\, the city will work with Three Rivers Park District to coordinate efforts and help reduce potential impacts. Additional information about their project can be found on the Three Rivers website. \nStaff recommendations\nStreet rehabilitation and curb replacement\nThe streets included in the project will have the pavement surface and curb replaced. \nPublic utilities\n\nWatermain within the project area will be replaced. This includes the watermain within the street and the water services from the watermain to the curb box (shut-off valve) located in the boulevard or yard.\nThe city will repair existing storm and sanitary sewer structures and pipes as needed.\n\nStaff recommended sidewalks\nInvesting in sidewalk infrastructure aligns with the city’s long-term transportation and livability goals\, helping create a more connected\, walkable and inclusive community. \nStaff recommend that the following sidewalk segments be included in the project: \n\nBrookview Lane (south side) from Colorado Avenue to Alabama Avenue\n\nStaff recommendations do not predetermine the final approval. The recommended sidewalk segment may not be approved for construction. The city council will decide whether to construct the recommended sidewalk segments as part of the project approval process in January 2027. \nExisting sidewalk repairs\nExisting sidewalks will be repaired as needed to address safety concerns and improve accessibility. \nStaff recommended street widths\n\n39th Street from Dakota Avenue to Colorado Avenue currently has a street width of approximately 28.5 feet. Staff recommend reducing the width to 28 feet.\nColorado Avenue from 39th Street to Brookview Lane currently has a street width of approximately 30 feet. Staff recommend reducing the width to 28 feet.\nColorado Avenue from Brookview Lane to approximately 650’ south currently has a street width of approximately 28.5 feet. Staff recommend reducing the width to 28 feet.\nBrookview Lane from Colorado Avenue to Alabama Avenue currently has a street width of approximately 30 feet. Staff recommend reducing the width to 26 feet.\nAlabama Avenue from 41st Street to 42nd Street currently has a street width of approximately 25.5 feet. Staff recommend reducing the width to 25 feet.\n41st Street from Alabama Avenue to Brookside Avenue currently has a street width of approximately 25.5 feet. Staff recommend reducing the width to 24 feet.\nAll other streets in the project will remain at their existing street width.\n\nStaff recommendations do not predetermine the final approval. It is possible that not all recommended street widths will be approved for construction. The city council will decide whether to construct the recommended street widths as part of the project approval process in January 2027. \nStaff recommend parking restrictions\nBecause the proposed street widths on Brookview Lane\, 41st Street and 42nd Street are below 28 feet\, staff recommends posting no parking on one side of the street. \n\nBrookview Lane: no parking on the south side of the street.\n41st Street between Alabama and Brookside avenues: no parking on the north side of the street.\n42nd Street: no parking on the north side of the street.\n\nThe existing permit parking along Dakota and Colorado avenues is proposed to be removed with the project. \nStormwater treatment\nStormwater treatment improvements are anticipated. The location and type of treatment are currently being determined. \nPrivate utilities\nPrivate utility companies will have the option to replace or install new facilities within the neighborhood before or during city construction. \nNext steps\n\nOpen house no. 2: Nov. 19\, 2026\nPublic hearing at a city council meeting: January 2027\nCouncil decision: January 2027\nAdditional engagement and final designs: 2027\nConstruction: spring – fall 2028\n\nSchedule subject to change; meeting notices will be mailed to the neighborhood. \nFor more information on project planning\, scope and background as well as community input\, visit the project webpage. \nSincerely\, \n\n\nMark Elgaard\, P.E.\nEngineering project manager | City of St. Louis Park\nOffice: 952.924.2669\nmelgaard@stlouisparkmn.gov
